It not really mod download but it will help you install your own sound
The game sound will be abit buggy to other sounds but if you still want your own than follow this
Needed programs

GFS: click here
GTA San Andreas:

Install GFS

Install GFS. It's a auto-installer. Just follow steps :)

Create a sound backup

Lauch GFS. It will look like this:

Enter GTASA location: C:\Program Files\Rockstar Games\GTA San Andreas

Then, click on Extract

And enter a Extract location (EX: C:\Documents and Settings\[NAME]\Mes documents\GTA San Andreas User Files\Mods

Now, Choose Stream (Radios ,..) or SFX (Cars,Weapons,...) I will choose SFX in this case

Now, click on GENRL.

Click on Extract!.

Now, you have a backup of the car sounds.

Install a sound.

Go in C:\Documents and Settings\[NAME]\Mes documents\GTA San Andreas User Files\Mods and copy the SFX folder inside C:\Temp.

Now, download a sound mod (EX: this Nissan sound mod) The .zip archive will contain 2 folders: Bank_001, Bank_002.

Go inside C:\Temp and replace the original Bank_001 and Bank_002 with the new ones.

Launch GFS.

Click on Import

Change the Import/Export location. Now it will be C:\Temp.

Now, click on SFX

Then, click on GENRL

And on Import!

Now, start GTA:SA and enjoy your new mod !

Still don't know ? Also check this video

Causion : Remember to use google for sound's names or you bugged your sound files
Make backup before doing
Thank for reading ;)
P/s : It from an old tutorial forum which i am moderator on it ( i can't give you link because it have some related to other samp server
