On to the point I tried installing san andreas with the same CD I used last time.
I tried opening SA single player I click on it and the mouse pointer loads but it won't start, same goes for SAMP I click it pointer loads and nothing won't open at all.

Things I did:

deleted gta_sa.set
Reinstalled twice.
Don't have a D3D9.dll
Made a new user and tried installing there, didn't work.
I always run it as administrator.
tried installing DirectX 9, nothing.
I left the CD in the driver came up with please mount the correct CD/DVD something like that.

So any help other than the things I mentioned above.

Try to install latest driver of your graphic card.

Already updated.

Also tried running on all compatibility modes, nothing.

just change the compatibility mode until you open gta (sorry my english ;)

Your sound card work? because gta need sound card. If Yes Try to install latest driver

Maybe Is The Graphic Card Problem.
One Day My Computer Tell Me Need To Upgrade The Graphic Card , For Sure I Update It To Latest Driver.
But That Update Let My Computer Get More Lag & Every Game Can't Be Open. San Andreas Is A Example.
So I Get My Computer To Computer Center Format. After Format , My Computer No Lag Anymore , And Every Game Can Be Open.
This Just Happen To Me? Or Other People Have Same Problem? Idk.

Think I found the problem.. the system shows I have a graphics card but I tried a different driver scan and it wasn't even installed.
